iCloud Backup Slider - Will Not Turn On - Not sure why?

Been on GM 10.0.1 and got my new iPhone 7 tonight. Restored from OTA iCloud backup.

However when I go into Settings / iCloud the Backup option = switched off.

I can't turn it on. I checked the internet, tried what the said from network reset to turning off iCloud Drive. I can't figure out why I can't turn it on. I do want the Backup besides the iTunes to the PC.

Any ideas?

Still looking for help. I can't find a solution. I spent a couple hours on this. I can't find anything online or in the forums. I really need to get iCloud working again. Just can't turn on iClould back up. Any ideas?

Have you tried settings / iCloud, tap on "Sign out" on the bottom, and then sign in again?
