Can I assign different sms tones per contact?

Can I assign different sms tones to individual contacts so that certain people get a different tone and I can tell right away if the text is from that person?

If the phone comes with such feature to assign different msg tones to each contact you will be able to do it. If the phone does not have such feature then you will not be able to.

There might be a jailbroken app that let's you do it. Hopefully ur phone is jailbroken. Try searching Cydia.
