How do I get my phone to give me "Read" notices in iMessage?

It gives me "Delivered" but not "Read."

Is this a 4S only feature?

I have a 4 on Verizon with latest non-JB'd iOS.

The person you send the message to has to have the read receipts on in the settings>messages. If they don't it will only say delivered

Settings Messages turn on Send Read Receipts.
