How do i fix my device when the notification bar is stuck in the middle

my home button does not work so i am currently using the adhesive touch thingy and i cant reboot it that way. i tried to power it off and turn it back on, but i cant touch anything other than the stuff in the notification box. I am not on my home screen, i am on the lock screen.HELP ME!!!!!!!!!!!!!!!
