on iphone ios 12 even after restricting websites, web is still accessible through any link

Even after restricting all websites. the web is till accesible through any link in any app.
for example a link in a email etc.

How do i change this?

(in ios 11 websites where restricted even through apps)

Where did you select an option to restrict "all websites" in the settings on the iPhone? All I see are the following choices:

• Unrestricted Access
• Limit Adult Access
• Allowed Websites Only.

UPDATE: When I select the option 3 in my previous reply and then delete all of the listed choices therein, I am unable to access the web via Safari. In addition, I attempted to access the web via a link I selected from an iMessage chat and was still unable to access the web so it's working as intended on my iPhone X.
