Why does their phone go to voicemail after

Hello i recently called someone who has an iphone 7 and i heard two full rings then half a ring before it went to voicemail...did they ignore my call?

Sounds like it. If it goes straight to vm with no rings then they either (1) have their phone off, (2) have DND enabled, or (3) have you on ignore.
