Blocking isn't the same with voicemail as texts messages

I have the 4S iphone. When I block someone the phone is good about not letting the text messages come through but the phone lets the person still leave annoying or harassing messages and encourages them to keep calling. It blocks incoming call from me that shows that the person is calling but it lets the person leave a message which I do NOT want this person to feel approval for leaving annoying/harassing messages. Please help me to fully block incoming calls.
