Elderly mom can't navigate iOS 10

Is there any way to roll her phone back to iOS 9? It's a 5s but never been backed up so probably not. She's due for an upgrade...could we get her one that won't have the update then prevent it from updating? She's partially paralyzed in one hand and she just can't text with the new iOS or make calls as easily as she used to. She lives alone so it's really important she can get in touch when she needs to. Thanks!
