Icloud not consistent with Iphone, lost voice memos on a stolen phone

Hi, I have the weirdest problem. So let me start, my Iphone 6s was stolen and I had valuable voice memos in it. I got a new Iphone the next day and I did the Icloud backup as usual. All of the information was retrieved except the voice memos. Now when I log into my Icloud it only shows some information from 5 years ago when I had the previous models of Iphone. also, all of the devices I had on the cloud dissapeared. Does anyone know what is happening?So, I have almost everything (except voice memos on the new phone), but my Icloud changed completely, only showing information for a long time ago. is it possible to get my voice memos back and if so how? and how can I get my Icloud to be with the new information I have on this phone?

I'm not sure about devices disappearing from the cloud, but for voice memos the explanation could be that you didn't have them included in your iCloud backups maybe?
