Can a SIM card be inserted into a phone without one?

I bought an Iphone 5 for use with Virgin Mobil. I would like to keep this phone but change to either AT&T or Verizon as my carrier. When/can this sim card be inserted?

You should contact Vigin Mobile and speak with a representative.

Sure it can, but if it's not activated on a particular wireless network, it's utterly useless.

You also would not be able to use it on Verizon in the US.
