Why am I unable to restrict cellular usage with a password?

on iphone 5c:i want to turn off cellular data on my child's phone and not allow that to be turned on without my password.
i turned on restrictions, i created a code. i checked do not allow changes. yet the cellular usage can be turned on and off without restrictions . no password is requested.

Apparently that is not an item that can be managed via the restrictions settings.
