Why is the iPhone 5 touch screen unresponsive when it's locked?

Iphone 5 touch screen is unresponsive when it's locked.

It only recently started doing this in the last few days. First it would do it once in awhile now it always does it. Once the phone is unlocked the touchscreen works fine. If it has been locked for a more than a few seconds I can not slide it to unlock it. I can unlock it by pushing the lock button and then I can slide it open and enter my password. However, if the phone is ringing when it's locked I can't answer it at all and pushing the lock button sends the call to voice mail. This morning I discovered I could not turn off my alarm or snooze with out first pushing the lock button and then doing it again. The whole screen seems to be unresponsive when the phone has locked itself or been locked for more than a few minutes. If I manually lock it and then go back in right away it works fine.
