Ipad mini locked by iCloud password

I just bought an ipad mini. Can't do anything, it's locked. Once I start it up it starts the activation. From there it goes straight 2 the iCloud I'd nd password??? What can I do??

Same problem here, with an iPhone. Bought it and it's locked. And can't restore, cause is says "turn off find my iPhone app"... And to turn off, need the password.
I was thinking if I jailbreak the iOS, I'll get this thing solved?
