I've upgraded my iPhone 4 to iOS 7.0.4 and now it getting slower than 6.1.3.
How can i get my old performance?

Go through the settings and make changes according to your likes and see if performance improves.

If you have SHSH blobs/apticket saved via iFaith or TinyUmbrella you can downgrade back to iOS6.X.X.

This is usually the case with "older" devices when the newer firmwares come out. Not that the iPhone 4 is old is or is a bad iDevice at all, but the newer firmwares are usually written for the newest iDevices out there with faster chips in them.
