I have an Ipad mini 4 64g wifi

I received as a gift and I don't need it- I was trying to sell it and a prospective buyer checked the serial number and told me that it had been activated and therefore he would not purchase the ipad- it was shipped directly to me from Apple and I never opened the box- is it possible to tell from the serial no. if it is new or refurbished- and what is there to activate on a non 4g ipad?
or is the buyer mistaken ?

You don't need to activate a WiFi Ipad. Only 4G through carrier. If he doesn't buy it, how much are you selling it for? I've looking into getting one.
