Background App Refresh Not Working iOS 13?

Since iOS 13 (and 13.1, et al), I have noticed that my background app refresh isn't working. I only allow a few apps to background refresh, such as Reeder 4 (RSS), and Apple News, but every time I open the apps, they have not refreshed. Both used to background refresh every half hour or so, but now they don't even refresh overnight! This has hit both my iPhone X and my iPad 6. I have tried switching background refresh off, then back on again, but it still doesn't work. Weirdly, I still get notices that Kevo and Weather (stock app) are checking my location in the background, but when I open Weather, for example, it only updates when I open it. I can be at work (60 miles from home) for hours, and when I open the app, it still shows the forecast for home for a few seconds before it updates to my work location.

All of these worked normally in iOS 12.

Anyone else seeing this? Any suggestions?

All of mine seem to be working ok.

For weather I use Carrot and it's updating location like it always has.

I used to use Carrot, but ironically, the reason I got away from it was the heavy battery drain it brought with it.
