Will Family Sharing use my itunes credit before billing my credit card?

When my children request a purchase I want to use my itunes credit before using my credit card, if this is not the default behavior how do I make the appropriate changes?

iTunes will use existing credit on an AppleID before hitting a stored credit card on the account, or the FamilyShared payment method on file.
