Any way to fix 3G problem?

Specs:
iPhone 4 (8Gig)
iOS 7.1.2

I am having problems with the 3G:
-I can't send or receive messages and the 3G is unusable but my cell still indicate that I am receiving a great signal.
-I can usually receive the message one or two hours later.
-I don't have any problem with the Wi-Fi
-I already changed my SIM card and restored my iPhone
-Rebooting the phone would make the 3G work for about an hour or two

I tried to jailbreak my iphone to find something that could help me but i did not.
My question is: is there any cydia app that could fix this problem or restart only the client that make the 3G work when I restart the iPhone

Have you tried resetting the Network Settings or calling your wireless provider to see if they can troubleshoot from their end?
