why won't my ipad activate ios 11.2

dear friends,my ipad air 2 is a wifi only model(no sim card) after ios 11.2 update in the activation step in itunes it says could not activate,remove sim and insert it again or remove sim pin,and when i try to activate on wifi directly from the ipad it says the activation server could not be reached(over 2 days)
one more thing to note:the ipad was on 10.3.2 and when i tried to update it via itunes it said that the ipad is up to date(December 1st/2017) which is obviously not true ios 11.2 has already been published by then

Hello and welcome to iMore. I'm sorry that you're having this issue... it's certainly frustrating! We have two Air 2's in the family and both updated over wifi without issue. I would definitely contact apple support.

I would try resetting the phone in DFU mode. https://www.imore.com/how-to-iphone-ipad-dfu-mode

That's a last resort (make sure you do a full encrypted backup first). If resetting the phone in DFU mode does not work, then as the others have suggested make an appointment with the Genius Bar at your local Apple store.

iTunes is unlikely to have downloaded the incorrect version of iOS for the iPad so can you please tell us if you have downloaded the ipsw file from a 3rd party?

The above from Sherry_B and setting the device to DFU mode would be a good place to start but if you are unsure you should speak to Apple directly
