Why is my emergency portable charger not working?

why is my emergency portable charger not working??

I have an ipad 4 and I bought an emergency portable charger and its saying that I cant charger it.... on the little percent bar it says ''not charging'' also as soon as I plug it in it says ''this accessory may not be supported....the only thing I can press from there is dismiss....how do I fix it??
p.s its brand new!!!!

Perhaps the device your bought is defective... return to point of purchase for a return/exchange.
