why can't i text android phone users from ipad?

i could text them in the past but after updating to 9.1 can no longer

What app were you using to text them? iMessage only works for iOS users. If you're using something else like Google Hangouts or Whatsapp, it should work fine.

iPads do not support SMS. You would need an iPhone with Text Forwarding enabled to send a text message from an iPad to an Android phone.
