Mine got stuck on that step too. I force reset the phone and then when I was prompted about that I skipped it, then got into my phone without an issue.

If you run into this issue after you update try plugging the device into iTunes and see if that will assist in activating the device. I've read about this step being tried in other forums and it seems to work for some people 👍🏻
