Text messages won't send unless on Wifi?

I have several friends also on Iphones and I'm finding if I am not on Wifi and send a text(Imessage) it will not go thru. I had to set it to send as normal text if wifi is unavailable. Is this normal? I am still getting used to this phone so don't know all the "ins and outs'' of it yet.

The only reason something should send as a regular SMS text would be if there is no network connection at all available to send as iMessages if you set up the Messages app to use SMS when iMessage is unavailable.
