signing out of your apple account

ok, so I was having and probably still do have a problem. I was trying to copy and paste from the iMac to the phone, and from the phone to the mac.
one of the offer solutions was to sign out of your Id on both phone and computer. but trying to sign out on the phone it said "sign out is not available due to restriction" wife iPhone 11 you can sign out. but I can do it if I turn off-screen time. and then sign out weird

Sometimes all it takes is rebooting both devices.
