You can restore a backup from a previous version.
Restoring a backup will not "restore" or downgrade or rollback the iOS version.

Just to agree with Mars20, you can restore a backup from an older version of iOS to a newer version. This will not change the phone to iOS 13.5, but will restore the apps and data and run successfully on 13.6.
