iTunes on Windows 10 can't find media folder

I'm moving to a new computer and trying to copy my iTunes library. New computer is Windows 10, iTunes 12.7.1.14.

Following instructions posted all over the internet, I copied my iTunes folder from my old computer and set it in a custom folder location on my new computer. I set the location of this folder in Advanced preferences to E:\iTunes\iTunes Media. However, nothing at all shows up in iTunes.

If I navigate to one of the song files from Windows Explorer and then "open with" iTunes, then that song and that song only will continue to show up in my library.

What do I need to do here?

Solved: for some reason the iTunes Library.itl file didn't get copied. Copying that over seems to have solved the issue.
