iPad calendar sync issue with iPhone 5 calendar

When I schedule an all day event in either device it shows up in other as timed, 12 to 12. Can't figure out how to get both devices to agree? Help please

Are you using iCloud as your calendar, and using the default calendar on both devices?

No I'm using an exchange account for calendar and email. When entering into MS outlook it shows up properly on other devices.

Could just be another one of those areas where iOS and Outlook disagree...like with the field names you can assign to a contact.
