iPad Air: My Camera Shutter Sound Isn't Turning Off

I have read so many articles online and I still can't find my answer

I've tried:
Putting it on Mute. (In the Settings and at the side)
Lowering the Volume (1)

and no, it still doesn't work. And my iPad is not from Japan. Our country allows camera shutter sounds.

Have you tried:

- restarting your device? Simply turn it off then turn it on again.
- performing a soft reset? Press and hold the power button and home button together until the device turns off, turns on, and the apple logo appears.

Hey did you ever find out??? After this latest update I can not turn the shutter sound off on my iPad Air2. It was dreadful to discover this when I was taking a sneaky photo lol. Most of my photos are sneaky. I don't want people knowing I am taking a picture of them or that I take way too many selfies or wake my bf up when he looks so cute sleeping. Ugh!
