It is always device dependent. Different devices yield different OS sizes. The more features the device has, the bigger the download. iPhone 7 OS download is typically larger than the 6s and so on. I'd expect the X model to have the largest download.

When I updated my iPhone X, the file size was 2.2+ GB, but when I updated my iPad Pro, the file size was 1.95 GB.

Oh, duh.. All the face ID stuff, including animoji and whatnot.. That's all iPhone X specific and probably accounts for part of the size difference. How's it been running?
