If I get a 3G iphone from somewhere like New Zealand or Europe where they supply them unlocked, can I use it on a supported carrier in another country (AT&T, O2, Vodaphone, Softbank etc)?

Yes... but the US dollar is WEAK so it is going to cost you. The only country I know that sells them unlocked off-hand is Belgium (about $900 US). I am sure there are a few more.

are you sure it would have 3g web browsing? that's the main one for me.

It depends on the network you're using it on. Every iPhone 3G has chipsets for all the common frequencies 3G networks run on, so it can be used in all countries where 3G is available(most likely). If you really needed to know, you could cross-check the country's network you want to run on with the known frequency's of the chipset.
