iCloud Back-Up and Photo compression?

Specifically, I take a photo on my phone and I know that by using iCloud backup it:

iCloud stores full-size versions of all your photos and videos, and keeps smaller versions on your devices — saving space as you need it.

This is from the Apple website. So is that to say when I plug my phone into my PC (not using iTunes to do this) or if I send a photo to my Network Attached Storage via wi-fi, the image I send is not the full version?

That makes no sense! What am I missing here? I want to make sure the photos I take from my phone to my PC are full size not compressed.

You can turn off the space saving feature in Settings > Photos & Camera.

I think the way it works is that a compressed version will be stored on the phone until you need it. When you access the photo it should download the full size version as long as you have an internet connection.

Thanks but I don't see anywhere to shut off this feature in settings>photos&Camera.

So, when I have transferring from my phone to my PC, how does it get the right version? This is confusing me now.
