Does an application exists allowing to make a handwritten note, regardless of the active screen?

I am fairly certain there is no app that will allow you to write notes on top of any other app at any time. The iOS architecture is not designed like that.

I use GoodNote4 which works with split screen then have a Notebook called 'quick notes' for... you guessed it: quick notes
