Not a very good solution, but if you add the Arabic keyboard many of the Farsi letters are available if you press and hold the corresponding Arabic letter. There are also some apps in the App Store that support Farsi. You can also send feedback to Apple asking them to add Farsi support to iOS (https://www.apple.com/feedback/#mn_p).
