I bought a IPhone 5c from somebody and she said it worked without a sim card. But when I got home it said I needed a sim card even to use it on wifi. How do I skip the activation process?

How do you skip activation process on a IPhone 5c?

Sorry to say but you do need a SIM card to actually activate it. After setup is complete, you can take out the sim (just turn off iMessage/Facetime ASAP) and go back to using it on WiFi.
