I signed up for more storage and don't know how to access my photos

If you have an iCloud account and if you've enabled iCloud Photo Library then you should be able to login to your iCloud account via a computer and then select the pHoto Library option and view the photos that may have been synced from your iPhone or other Apple product with iCloud capabilities.
