The cloud icon means that it has been downloaded previously and is available in your cloud. Are you saying that when you touch the cloud icon, the app will not download?

If you tap the cloud it should download, if not try a reboot of your device and try it again

Also there is no "getting rid of" that icon. It's something you previously downloaded and it will always be there if not on your device.
