can one surely choose to buy used Iphone in an older ios and one can be disappointed by upgrading to ios17 update with either receive lock or the old iCloud that was in or something similar?

Your post is somewhat confusing so forgive me if I’ve misunderstood. Having said that, it is possible to unknowingly buy an iPhone from an unscrupulous seller, especially a used iPhone. It’s a risk you take when you purchase from people you don’t know.

If you’re looking to purchase a used iPhone, I recommend getting a refurbished one from the Apple Store, Best Buy or another reputable retailer.
