So my best friends sister sent my son her old iPad. We recieved it in the mail the other day and she said she had factory reset it. When I wake it up, it just asks me for the passcode after restarting. Does this mean it's not factory reset and needs her passcode?

If the device is prompting you to input a password and is showing a masked Apple ID then more than likely the device is still protected via iCloud Activation Lock. Contact the person who allegedly sent it to you for assistance in getting the device unlocked for you to use.

If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. The only way to unlock an iPad with a passcode, other than entering the passcode, is to "restore" it to its original factory settings.
