Is it possible to send an iMessage through an app on a smartphone to a non iPhone

Yes, but as far as I know it just goes as a SMS, if you are using an iPhone to send it. No idea at all if you are sending from anything else !

You cannot send an iMessage to a non-Apple device, however, you can use the native Messages app to send an SMS and/or MMS message to a non-Apple smartphone.
