cannot downgrade icloud plan

I have gone into iCloud settings on my iPad, and gone through all the steps to downgrade to the Free plan, but it will not allow me to confirm this - it will not highlight Done, only Cancel. Need to cancel now.

When did you upgrade your plan?
Could be you have to wait a few days till you can downgrade.
