Blur Photo Editing App?

Is there a Photo Editing App where you can blur specific sections, like rectangular sections?

An example of what I'm trying to do would be to blur out the address on a picture of my drivers license. (I'm not really trying to do that but it's just an example.)

I ended up getting it but in the bluring options I do see where you can only blur a specific area. From my understanding you can only blur the entire picture, or each side.

I see the blur brush but it goes by your finger movement instead of an exact rectangle
