Best App for editing a "vintage" photo?

I have found a photo of my Dad's year book photo, and it's ok, but not great. Can anyone suggest a good app that would help me "improve" the photo?

Annie, I have always connected great photo editing to Photoshop but I haven’t used it in a long while, and it was a premium price. The other one I know of/used at all is Fotor. Seemed good but I just don’t use it enough to give it a recommendation. I’m lazy these days :) and just use the built in editing functions of Photos. (These are all Mac experiences I’m giving).
Piece of advice I’m sure you are aware of, Make sure to make a copy then only use new editing app on the copy. :) BOL…

Best overall photo restoration is PhotoGlory Pro.
Best free is GFP-GAN
I assume you mean on computer.

LOL Well, I was thinking on my iPad or iPhone, but maybe my PC would be better?!?!?!?

I gave GFP-GAN a try and am pleased with the results. Here is a before/after photo of my Dad's HS senior picture.

+1 for Ledsteplin, GFP-GAN looks to have been a solid recommendation. That's a very nice editing.
BTW Annie, your avatar pic and dad's pic, I see the resemblance. Good looking Dad and Daughter :)

Nice. Not sure any of the photo editing apps on iOS could do that well.
