I said the same thing couple betas ago. Never paid for development account. Just using the download profiles when available. Now it’s saying I can use both. I don’t have developer account

It seems to be designed to curb the sharing of developer beta profiles. If there isn’t an active Apple Developer program account associated with your Apple ID then you will be unable to install any of the developer beta updates. At least that’s my take on it, and if true, I suspect Apple to start enforcing it in June when the first developer beta of iOS 17 should be released.
