Hello and welcome to iMore! I have used a couple of Apps to translate one language to another. Google Translate is a good one, and Maltese is one of the languages. And there are other Apps in Apple’s App Store as well, such as iTranslate, which offers voice translation, butt there seems to be a subscription fee.

I believe you are talking about spoken language, i.e., interpretation of free conversation. If so, I only have "UDTalk" which I used for a couple of other languages which worked flawlessly. It shows Maltese is one of the language it can speak. I do not use this type of app frequently, except in overseas, and don't know if it's one of the best but it worked really well. I thought iOS has it's own app for this.
