Not sure about iPhone, but when I sold my macbook it was.

Per Apple Support, yes:

Is the AppleCare Protection Plan transferable?
Yes. If you choose to sell or give away your Apple product, you can also transfer the ownership of the AppleCare Protection Plan. Please see the AppleCare Protection Plan Terms and Conditions for complete details.

You ask for alot, my friend I couldn't find the answer in Terms and Conditions. In may be there, I just couldn't find it, lol. That one may require a call to Apple support in the am.

You can't transfer it to a new phone, it's saved to the individual ID numbers of the device it was registered too.
