agree to Terms and Conditions and can't go further with "install"

Installing ios 7.0.4 on iPhone 4S.
Turn phone on, enter passcode, follow "next" series until there is no more "next" and I am stuck on the Terms and Conditions page.
I keep hitting "agree" but I can't leave this screen.
I think I had the same problem with my ipad during its initial install - that turned out to have an "okay" button if I scrolled down.
Am stuck, please help.

Yes, it's iCloud Terms and Conditions.

Nothing happens if I double click the round button at the bottom.
If I click it once I am offered the ability to make an emergency call.

Simply turn the phone off, and then turn it back on and try again.

A good old reboot or just a powercycle of your phone does wonders most of the time.
