Accessing iCloud Drive to retrieve files

I'm getting so aggravated with iCloud! I found instructions that said to go to settings/iCloud/iCloud drive and turn on switch to home screen. There is no such thing as switch to home screen on my iPhone 5SE!!!

Did you at least enable iCloud Drive in Settings > iCloud > iCloud Drive?

If yes, try looking for the iCloud Drive app manually on your home screen and any folders you have.
It should be there.
