Cellular iPad Mini activation

I have bought 64GB iPad Mini Cellular for Verizon as a Christmas present for my sister. In order to activate and use the iPad Mini do I need a sim card installed or can I deal with that later?

Did you buy it from apple or verizon ? If so just follow the instructions when first setting up or you can just call them and they will go through it with you. Are you putting it on your account, her account, stand alone new account, or prepay?

I bought it from Apple. But i will be using it in another country, in Europe. I will be unlocking the device. All im asking is will I be able to setup, activate and use the iPad without unlocking and inserting a sim card in it?

Yes u can use it on wifi as well .. If its a It will have a sim installed but won't work on cellular until u set up a account or pop sim out and put a Europe one in .. iPads are unlocked from the start

Yes as Peligro stated, iPads have always come unlocked. Just need that carrier sim and your set to go for cellular.
