How do I change the background color on the weather app on my jailbroken iTouch 5G?

Someone on Instagram posted this cropped screenshot of their weather app, when it is open (their iPhone is jailbroken):


I was wondering how to make my weather app look the same? I've searched through Cydia with every possible keyword that I could think of but I didn't find anything. I know there has to be a theme that I can install with Winterboard.
