Notes folder missing from Mail (sorta)

When I have "notes" toggled on in settings for any account, it does not show as a folder in the stock mail app. It does show in the notes app. If I toggle notes off, then it shows as a folder in the mail app and any synced notes from the notes app show. But then it doesn't show in the notes app. How do I get the notes folder to show in mail when the toggle is turned on? I've tried a hard reset and deleted a gmail account, then added it back in. Did not work. It seems to be backwards on the server. Help with this will be much appreciated! On iPhone 5.

Ok. Thanks. It must have changed with iOS 7. I recall my notes going straight to mail. Now I have to go to settings and toggle it off to see my notes in mail. Seems kind of odd to do that. But I have a plan.
